The Marina District is not part of our plan but is part of our vision. We believe development will happen here as a result of our plan. There are many issues that need to be addressed for its development and the most contentious part of this Public versus Private lands. In order to move forward with beneficial downtown development we would hope the city commission would adopt a strategy similar to what we have outlined below in order to attract new businesses to the area and ally the fears of the public of not having access to historically prominent areas and visual resources.



We fully support a downtown development waterfront  project with the following caveats.


  • No loss of unimpeded shoreline view
  • No loss of accessible shoreline
  • No loss of public parking


In order to develop this waterfront land without impeding on the mentioned encumbrances we would make the following recommendations to potential developers.


Structures being built on formerly public land within the marina district must have an equal or greater area of green roofing designated to the city for use as a city park. All rooftop parks must be ADA accessible 10hrs per day 7 days per week. All buildings built in the Marina District must have a roof connection to continually expand the rooftop park as building expands. This gives all resident an enhanced view of the lake with a raised level. Developers utilizing the surfs up property would have to provide a public rooftop swimming pool or provide a pool of equal size to be built in another park such as Lions Park.


A Parking Garage with free public access so as to not cause parking problems with additional downtown traffic created by new development.


The expansion of Shoreline park’s break walls into park area increasing the shoreline accessible to residents


We believe it is in the best interest that this site be developed into commercial and not residential property. The expansion of this property for a hotel, shopping mall, aquarium, and/or an I-max theater is something we would not only accept but help promote as well.
